Nearly all universities made the following clear:
     
                                 
 
As there is no measure for intellectual capacity and brain capacity, there can be no answer in percentages. The popular claim that only e.g. 10% of our mental potential is used is not scientifically founded.

Each living nerve cell in our brain is active and is therefore utilised -
even when sleeping. According to present-day knowledge, there are no areas in the brain, which are not utilised, and all damage to brain cells also results in an impairment of our mental and physiological efficiency.
According to our present-day knowledge, there are no "unused" areas, which could still be developed, as e.g. undiscovered land.

Beyond this observation, however, the universities have looked at this subject from various sides:

It is apparent that many of our thoughts, memories etc. are not consciously available to us at all times: the by far largest part of our mind is unconscious or preconscious. Thus, the part we are conscious of only counts for a fraction - we quite obviously therefore only utilise part of our mental potential.
However, at present, it is impossible to determine this part in percentage.

     
                                 
  A different approach:      
                                 
 
It is scientifically well founded that the human mind and the human brain in some individuals (who are then often called geniuses) are capable of achievements, which the average person cannot accomplish, such as e.g.
     
         
  a) to learn any given language in the shortest time      
         
  b)
to accomplish highly complex arithmetical operations more or less on the spot
     
         
  c)
to carry out highly complex logical derivations e.g. in a chess game, which predict the consequences of a move for many further moves
     
         
  d)
to comprehend the text of a page at one glance or highly complex pieces of music after hearing them once, to memorise and repeat them
     
         
  e)
to receive messages by telepathic means
     
         
  f)
to accomplish physical achievements guided by the mind - such as e.g. the exceptional mastery of an instrument, which are way above the average standard
     
         
  g)
to influence even autonomous physical processes with mental concentration (documented examples from Asian monks and fakirs), such as
     
         
    to stop one’s heartbeat over a longer period      
         
    not to breathe over a longer period      
         
    to deliberately heat up one’s body from inside during outside temperatures of deep below zero, so that wet towels dry on one's back
     
         
  h)
